Government Rolls Out Free Wi-Fi Programme

HARARE – The Government of Zimbabwe has begun rolling out a nationwide free public Wi-Fi programme aimed at expanding internet access, bridging the digital divide and supporting national development under the National Development Strategy 2 (NDS2).
The programme is being implemented through the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) and will see free Wi-Fi hotspots installed in public spaces across the country, with priority given to rural areas and high-density suburbs where connectivity remains limited or costly.
According to the programme framework, free internet access will be available at schools, clinics, community halls, bus termini, markets, libraries and government service centres, allowing citizens to access online services without data charges.
Government is targeting the establishment of at least 1 000 free Wi-Fi hotspots nationwide, following the successful completion of a pilot project in Hwedza. The rollout is being financed through the Universal Service Fund, which is designed to extend communication services to marginalised and underserved communities.
Authorities say the initiative is part of broader efforts to promote digital inclusion, e-learning, access to government services and economic participation, particularly for young people, students and small businesses.
The free Wi-Fi programme also complements other national connectivity initiatives, including the Presidential Internet Scheme, under which thousands of schools have already been equipped with satellite internet services to improve learning outcomes.
Government is working with local authorities and service providers to ensure the secure, reliable and sustainable operation of the Wi-Fi hotspots as the rollout continues across provinces.
The initiative is expected to play a key role in transforming communities into digitally empowered hubs, supporting innovation, entrepreneurship and access to information nationwide.
